Assis sur un banc à l’entrée d’une petite clinique à Lomé, Kossigan, ancien chauffeur de taxi de l’axe Lomé-Cotonou, se lamente. Depuis la fermeture des frontières imposées il y plus d’un an pour limiter la propagation du coronavirus, il a dû se convertir en gardien de parking.
Le “Covid-19 a tué notre activité. Certains de nos collègues sont malades faute d’activités, d’autres sont retournés au village”, raconte ce quadragénaire, les larmes aux yeux.
Le Togo vit sous état d’urgence sanitaire depuis le 2 avril 2020.
Et bien que les chiffres officiels indiquent une incidence faible de la propagation du virus avec quelque 13 000 infections enregistrées et 126 morts en plus d’un an de crise, les populations restent soumises à des mesures restrictives et l’économie est à la peine.
Dans ce petit pays d’Afrique de l’Ouest de 7,8 millions d’habitants, beaucoup dépendent du commerce au sein de la zone de libre échange de la Cédéao (Communauté économique des Etats de l’Afrique de l’Ouest), d’autant que les côtes du Togo ne s’étendent que sur 50 kilomètres.
Le taux de croissance économique a chuté à 1,8 % en 2020 contre une prévision initiale de 5,5 %, selon des chiffres officiels, conséquence directe de la crise sanitaire mondiale.
“La fermeture des frontières, les mesures de distanciation sociale et la limitation des déplacements (…) ont porté un coup dur à l’activité économique au Togo“, avait déjà relevé une étude réalisée en septembre 2020 par la Banque mondiale qui a décidé de débloquer 70 millions de dollars en faveur du pays pour accompagner son économie.

“Mes activités sont pratiquement mortes depuis la fermeture des frontières terrestres, car la plupart de mes clients viennent de l’extérieur notamment de la Côte d’Ivoire et des pays limitrophes du Togo” comme le Bénin ou le Ghana, se plaint Mme Ablavi, 52 ans, vendeuse de tissus au grand marché de Lomé.
Assise non loin d’elle, Edith, 39 ans, vendeuse de produits cosmétiques, renchérit : “Nos autorités n’ont pas pitié de nous. Les frontières aériennes sont rouvertes depuis août, mais pourquoi garder les frontières terrestres fermées? C’est de l’injustice”.
– “Au point mort” –
A Déckon, centre-ville qui compte des dizaines de boutiques, des banques et les sièges de grandes sociétés, les commerçants affichent la même incompréhension.
“Jamais je n’aurais pu imaginer une telle situation. Tout est pratiquement au point mort, car la plupart de nos clients viennent de l’extérieur. Il est vraiment temps de rouvrir les frontières”, confie Razack, vendeur de téléphones.
“J’ai plutôt l’impression que les autorités nous maintiennent dans cette situation pour des raisons qui leur sont propres, car le nombre de décès liés au coronavirus enregistrés en un an est largement loin des décès liés au paludisme”, dénonce Evariste Govi, 43 ans, responsable d’un hôtel à Lomé.
Ce dernier affirme avoir mis au chômage plus de la moitié de son personnel depuis plus de six mois, les recettes ayant considérablement chuté.
“A cette allure, je vais devoir mettre la clé sous la porte d’ici juillet”, prévient ce jeune hôtelier.
– Economie résiliente –
Certaines organisations de la société civile sont plusieurs fois montées au créneau.
“Nous avons plusieurs fois alerté le gouvernement sur la situation qui prévaut dans le pays. Il doit rouvrir rapidement les frontières terrestres et procéder à une réduction sensible des taxes” pour relancer l’économie, explique Emmanuel Sogadji, président de la Ligue des consommateurs du Togo.

Mais le gouvernement togolais ne change pas le cap et maintient que la situation sanitaire prévaut.
“Les frontières terrestres seront rouvertes lorsque cela sera nécessaire”, a tranché Majesté Ihou Watéba, ministre de l’Enseignement supérieur et responsable du centre de prise en charge des malades du Covid-19 à Lomé, lors d’une interview à une radio privée en mai.
“Faut-il rouvrir les frontières pour le plaisir ou garder l’état actuel de la situation? La situation est sous contrôle, c’est ce qui est important”, a affirmé ce membre du Conseil scientifique.
Les autorités se veulent confiantes et assurent que l’économie s’est montrée “résiliente”.
“Selon les perspectives pour 2021, la progression de l’activité économique devrait s’accélérer de 4,8 %”, a rassuré le 15 avril à la télévision publique, le ministre de l’Economie et des Finances, Sani Yaya. Mais il n’a pas dit si cela se fera avec les frontières ouvertes ou… toujours fermées.
