Agence Ecofin – Depuis le début de l’année, le Sénégal applique un prix de référence pour les exportations de phosphates. Ce tarif plancher aide à calculer la redevance minière payée par les producteurs. Cette avancée est le fruit de travaux menés avec le Forum intergouvernemental sur l’exploitation minière (IGF).
Le Forum intergouvernemental sur l’exploitation minière, les minéraux, les métaux et le développement durable (IGF) a contribué à l’adoption d’un prix de référence pour le phosphate au Sénégal. Dans un communiqué diffusé le 18 juin, l’IGF indique que ce prix est destiné à suivre l’évolution du marché international des phosphates.
Un arrêté du ministère sénégalais des Mines a en effet instauré en janvier 2024 un prix plancher utilisé pour le calcul de la redevance minière. Ce prix est déterminé en partie en tenant compte de l’indice de prix international du phosphate marocain applicable le jour de l’expédition du phosphate du port de Dakar. Les compagnies ont ensuite la possibilité de soumettre une requête en vue d’un éventuel ajustement, lorsqu’elles estiment que le prix de vente effectivement réalisé est inférieur à l’indice de prix appliqué.
Avec cette nouvelle tarification, le Sénégal entend échapper aux auto-évaluations des entreprises qui sous-estimaient parfois la valeur des exportations de minéraux. Cela réduisait les profits obtenus par le gouvernement sénégalais. En 2022 par exemple, le gouvernement sénégalais a reçu 13 millions de dollars sur des ventes de phosphate et d’acide phosphorique estimées à près de 950 millions de dollars, selon les chiffres de l’ITIE.
« Les phosphates jouent un rôle important dans notre secteur minier, mais, année après année, les recettes publiques ne sont pas à la hauteur. Ces recettes font pâle figure par rapport aux revenus miniers provenant de l’or ou des sables minéralisés », explique Lamine Diouf, directeur du suivi et de l’audit au ministère des Mines.
Pour rappel, le Sénégal est l’un des principaux producteurs africains de phosphate, avec une production annuelle de plus de 2 millions de tonnes. Il est notamment devancé sur le continent par le Maroc, deuxième producteur mondial, et la Tunisie.
