Du 08 au 09 juin 2023, s’est tenue à Lomé au Togo, une réunion des Directeurs Généraux des Douanes sur le Système Interconnecté de Gestion des Marchandises en Transit (SIGMAT) entre les Administrations des Douanes du Bénin, du Burkina Faso, de la Côte d’Ivoire, du Ghana, de la Guinée, du Mali, du Niger, du Sénégal et du Togo.
Les représentants de la CEDEAO, de la CNUCED, du Groupe de la Banque Mondiale, de la GIZ et de la JICA ont également pris part à la réunion. La cérémonie d’ouverture a été présidée par le Commissaire Général de l’Office Togolais des Recettes (OTR), Monsieur Philippe Kokou B. Tchodie. La Commission de la CEDEAO a été représentée par M. Salifou Tiemtore, Directeur de l’Union douanière et de la Fiscalité.
Cette rencontre des Directeurs Généraux a été précédée de la réunion des experts des administrations des douanes du Bénin, du Burkina Faso, de la Côte d’Ivoire, du Ghana, de la Guinée, du Mali, du Niger, du Sénégal et du Togo, tenue du 05 au 07 juin 2023 toujours à Lomé.
En marge de la réunion des experts, s’est tenue une réunion organisée par la Commission sur l’élaboration d’une feuille de route pour le déploiement de SIGMAT dans les autres Etats membres de la CEDEAO et qui a regroupé les Etats membres ci-après : la Gambie, la Guinée Bissau, le Libéria, le Nigéria et la Sierra Leone.
Au cours de leur rencontre, les Directeurs Généraux des Douanes des neuf (9) Etats membres précités se sont résolument engagés à la pleine opérationnalisation du SIGMAT mettant fin à la gestion manuelle surannée des opérations de transit des marchandises le long des corridors commerciaux de l’espace Communautaire. Il faut rappeler que ce programme d’interconnexion des systèmes informatiques douaniers est une initiative de la Commission de la CEDEAO dont l’objectif est de fluidifier la circulation des marchandises sur les différents corridors routiers de notre espace régional par la suppression des multiples points de contrôle et les ruptures de charge aux frontières des Etats.
Avec la mise en œuvre de SIGMAT, les administrations des douanes des Etats travailleront désormais en concert de sorte que les informations sur les cargaisons de marchandises en transit une fois déclarées à un bureau de départ (le pays de départ) et l’itinéraire précisé, sont partagées simultanément par voie électronique aux bureaux des douanes de passage et au bureau de douane de destination finale des marchandises (pays d’arrivée), tout au long du corridor emprunté.
Pour matérialiser leur engagement, les Directeurs Généraux des Douanes ont signé un Protocole d’Accord et ont convenu d’une Instruction-Cadre d’utilisation de ce programme informatique. Selon les termes dudit Protocole d’Accord (article 19), tout autre Etat membre de la CEDEAO peut se constituer partie de ce Protocole d’Accord par simple notification à sa Commission.
Aux termes de leurs travaux, les Directeurs Généraux des Douanes tout en s’engagent à veiller à la mise en œuvre de SIGMAT ont formulé les recommandations suivantes à l’endroit de la Commission :
- mettre en place un mécanisme d’identification unique régionale des opérateurs économiques ,
- (ii) finaliser le Manuel des procédures de SIGMAT,
- (iii) accélérer la mise en œuvre du Règlement sur le mécanisme de garantie de transit communautaire et enfin
- (iv) proposer à la prochaine réunion du Comité de Pilotage un mécanisme de prise en charge et de soutenabilité des activités entrant dans la mise en œuvre du SIGMAT dans les Etats membres.
Enfin, les Directeurs Généraux des Douanes ont convenu de confier la Présidence du Comité de Pilotage au Togo jusqu’à la tenue de la prochaine réunion du Comité et de tenir la prochaine réunion du Comité de Pilotage au Ghana en décembre 2023 sous réserve de l’acceptation des autorités politiques.
Les réunions susmentionnées se sont tenues dans le cadre du Programme de Facilitation des Echanges en Afrique de l’Ouest (FEAO) financé par l’Union Européenne, l’USAID, la République Fédérale d’Allemagne et le Royaume des Pays-Bas.
