La Banque mondiale a approuvé en fin de semaine un financement additionnel de 110 millions de dollars pour le Programme d’Appui aux Communes et Agglomérations du Sénégal (PACASEN) dans le cadre du Programme de financement axé sur les résultats. Ce financement additionnel permettra d’intensifier les efforts pour améliorer le financement des collectivités locales et leur gestion des investissements publics.
En plus de 50 millions de dollars de l’Association internationale de développement (IDA), ce financement additionnel comprend des contributions de plusieurs partenaires, dont 33 millions de dollars de l’Agence Française de Développement (AFD), et 27 millions de dollars du Gouvernement du Sénégal.
Selon le communiqué, cela permettra au programme de poursuivre son soutien dans des domaines d’intervention clés, tels que les réformes fiscales, la transparence, la redevabilité et le financement basé sur la performance des collectivités locales. Le financement additionnel intègre également la résilience climatique dans le cadre réglementaire sénégalais pour les investissements des collectivités locales, leur évaluation annuelle de la performance et le renforcement des capacités.
“Le PACASEN a renforcé les systèmes nationaux du Sénégal en soutenant la décentralisation. Il a doublé les transferts de l’État à l’ensemble des 601 collectivités locales de 2018 à 2024 et a amélioré les performances de 124 collectivités locales bénéficiaires en matière de planification des investissements, de gestion fiduciaire, de garanties et d’engagement des citoyens. Nous sommes confiants que ce financement additionnel s’appuiera sur ces avancées en promouvant un cadre réglementaire pour lutter contre le changement climatique au niveau local et en guidant les collectivités locales dans la mise en œuvre des politiques climatiques du Sénégal”, a déclaré Keiko Miwa, directrice des opérations de la Banque mondiale pour le Cabo Verde, la Gambie, la Guinée-Bissau, la Mauritanie et le Sénégal.
Ce financement additionnel s’aligne sur les priorités stratégiques de la Banque mondiale et du gouvernement sénégalais dans le secteur urbain, en s’attaquant efficacement aux défis du financement futur des investissements résilients au climat des collectivités locales, en les incitant à jouer leur rôle dans l’action climatique, et en leur fournissant les capacités nécessaires pour le faire.
Le PACASEN en est à sa sixième année de mise en œuvre et à son quatrième cycle de transferts dans le système budgétaire du Sénégal. Ce financement additionnel de deux ans prolonge l’horizon temporel du PACASEN jusqu’en décembre 2026 et augmente son enveloppe initiale de 260 millions de dollars à un total de 370 millions de dollars.
