Agence Ecofin – La filière cacao ivoirienne fait face depuis l’année dernière à d’importants défis. Avec la pénurie de fèves liée à la baisse de la récolte globale, les autorités de régulation doivent gérer les problèmes des exportateurs et des acteurs en amont de la chaîne de commercialisation.
En Côte d’Ivoire, le Conseil du Café-Cacao (CCC) a interdit d’opérations de manière temporaire sur le marché du cacao, diverses coopératives soupçonnées d’accumuler des fèves dans le but de les céder à des prix plus élevés à des exportateurs.
Selon des sources proches du régulateur ayant requis l’anonymat, les coopératives qui seraient « une quarantaine » tirent profit des difficultés des acteurs qui peinent à remplir leurs contrats avec la faiblesse de la récolte de 2023/2024.
Celles-ci exigeraient ainsi aux multinationales de verser entre 1 600 et 1 800 Fcfa/kg dans les ports de San Pedro et Abidjan alors que le tarif réglementaire s’élève à 1500 Fcfa.
« Les coopératives suspendues et les acheteurs indépendants ont stocké plus de 60 000 tonnes de cacao depuis le début de la mi-campagne début avril. Cette pratique déstabilise le système national de commercialisation et met en difficulté certains exportateurs », indique une source à Reuters.
Cette démarche du CCC intervient dans un contexte où la commercialisation extérieure continue de tourner au ralenti. D’après les dernières données, les arrivées de fèves ont atteint 1,4 million de tonnes au 12 mai dernier, soit 29,3 % de moins qu’un an plus tôt à la même période.
Alors que la récolte intermédiaire bat son plein, les perspectives à l’arrivée restent encore moroses avec la faiblesse des précipitations dans plusieurs foyers de production. La petite traite est attendue entre 400 000 et 500 000 tonnes d’ici septembre prochain contre 550 000 tonnes en 2022/2023.
