Agence Ecofin – Avec son 1er budget vert de l’histoire arrêté à 118 milliards FCFA, le Togo cible le financement des actions de protection de l’environnement et de lutte contre le changement climatique en 2024.
Le Togo, pour la première fois, s’est doté d’un budget vert, évalué à 118,2 milliards FCFA pour le compte de l’année 2024, représentant 5,41% du budget national qui s’équilibre en ressources et en charges à 2179 milliards FCFA. Ce budget est intégré dans la dotation annuelle de 9 ministères.
Avec ces ressources prévisionnelles, le pays va poursuivre la mise en œuvre de sa politique de protection de l’environnement et de lutte contre le changement climatique. Dans le détail, 96 milliards FCFA seront consacrés à la lutte contre le changement climatique et 22 milliards FCFA à la protection de l’environnement.
Selon le document budgétaire consulté par Togo First, les dépenses seront axées sur l’adaptation, l’atténuation, l’amélioration de la biodiversité, la facilitation d’accès à l’eau, la lutte contre la pollution et la gestion des déchets. L’investissement le plus important, soit environ 66 milliards FCFA, équivalant à 56% du total du budget vert, sera destiné à l’adaptation aux changements climatiques alors que près de 30 milliards FCFA, soit 26% de l’allocation, seront injectés dans l’atténuation des effets du changement climatique.
En termes d’actions prévues pour être couvertes par cette enveloppe verte, on note le projet de couverture forestière du territoire à 26% à l’horizon 2030 à travers la restauration de 1,4 million d’hectares de paysages forestiers dégradés et la plantation de 1 milliard d’arbres d’ici à 2030.
Ce budget va financer également des initiatives de développement socioéconomique du Togo, notamment la résilience des populations vulnérables grâce à la mise en œuvre des mesures d’adaptation aux changements climatiques.
Il faut noter qu’en dehors des ministères pilotes, 22 autres départements ministériels et 12 institutions étatiques seront progressivement intégrés au processus de budget vert jusqu’à la couverture intégrale du champ de l’administration centrale.
