Quelle est l’utilité de l’incinérateur que le Japon a offert au Sénégal ?
Il y a beaucoup de projets financés par le gouvernement du Japon mis en œuvre soit par le système des Nations unies soit l’Agence japonaise de coopération internationale (Jica). Cette semaine, nous avons ciblé quelques projets du secteur social. C’est ainsi que nous nous sommes rendus au Centre hospitalier et universitaire de Fann pour le projet de don d’un incinérateur de déchets biomédicaux. Ce don du Japon a été mis en œuvre par l’Onudi. Son objectif est de promouvoir le partenariat public-privé. C’est la raison pour laquelle nous avons collaboré avec la société Shuwa industrie, un producteur d’incinérateurs sans fumée. Cette machine est respectueuse de l’environnement. Nous sommes à la phase d’expérimentation. C’est à l’hôpital Fann de dire si cette technologie est favorable au contexte sénégalais. Le ministère de la Santé et de l’action sociale va donner son avis pour voir s’il y a une perspective pour l’étendre dans les autres structures de santé.
Parlez-nous de l’importance du Paame
Nous nous sommes rendus à Kaolack pour voir l’état d’avancement du Programme d’amélioration de l’apprentissage des mathématiques à l’élémentaire. Nous sommes à la deuxième phase du projet. Qui est un projet de coopération technique mis en œuvre par la Jica. Une équipe d’experts japonais est affecté au ministère de l’Education nationale du Sénégal. Elle va aider à la duplication du modèle japonais de l’enseignement des mathématiques aux enfants. Vous avez eu à le voir, les élèves utilisent des instruments pour visualiser les enseignements. Cela permet à l’élève de cerner directement le problème. A terme, nous voulons aider le Sénégal à faciliter l’enseignement de cette matière afin d’attirer le plus grand nombre dans les matières scientifiques.
Pourquoi avoir choisi de cibler le secteur social comme axe de la coopération ?
Dans le cadre de la politique d’assistance du Japon, il y a plusieurs domaines prioritaires. Cette fois-ci nous avons ciblé le domaine social. Le gouvernement du Japon soutient l’amélioration de la qualité d’enseignement des mathématiques. Nous accompagnons la généralisation de l’éducation de qualité tout en tenant compte de l’accessibilité. Cela s’inscrit dans l’orientation de notre assistance au Sénégal. L’objectif est de contribuer à l’économie, au développement économique du pays. Cela passe par le renforcement des ressources humaines.
